Five years later, it became obvious that Miklushevsky's course of decriminalization had failed. More than 200 criminal cases have already been brought up against those close to the head of Primorye. The security officials have a lot of complaints about the power engineers - nearly 400 inspections have already passed in Primteploenergo. Law enforcers also reached high-ranking officials: two vice-governors were arrested - Oleg Yezhov and Sergei Sidorenko. Two more vice-governors - Alexander Rolik and Alexander Los - sensed something was wrong and quickly moved to the regional Legislative Assembly. In December last year, the security forces opened a case against another friend of the governor - Alexei Avershin, chairman of the Primorsky Regional Union of Miners. This businessman is widely known for a scandalous video: in early 2016, he decided to ride the governor and his political adviser Spokoinov on a Robinson R-66 helicopter. The footage of the flight with a box of expensive champagne on board hit the net, a loud scandal erupted. Therefore, when Avershin was charged with fraud with budgetary funds - Part 4 of Art. 159 of the Criminal Code of the Russian Federation (Fraud on an especially large scale), the public immediately associated his arrest with Miklushevsky.

The court chose Avershin a preventive measure in the form of detention. It is significant that in the pre-trial detention center a friend of the “flying governor” said: he is being forced to testify against Miklushevsky, which confirms the version of the “Khoroshavin scheme”.

In February of this year, Avershin wrote an appeal to the General Prosecutor's Office and the Investigative Committee of the Russian Federation with a complaint about the terrible conditions of detention in the pre-trial detention center.

On April 15, the Leninsky District Court of Vladivostok changed the measure of restraint for Avershin from detention to house arrest, although on February 17 the court extended his term in the pre-trial detention center for four months. Probably, the governor's friend nevertheless began to cooperate with the investigation and gave the necessary evidence against Miklushevsky. It is difficult to find another explanation for such an unexpected court decision.

The "right hand" has not yet failed Miklushevsky - Spokoinov-Mitkin turned out to be a tougher nut to crack. He was also placed in SIZO-1 in unbearable conditions. Representatives of the Public Chamber, who visited the political strategist's cell, said: it is very cold in it, fungus on the walls. The battery is leaking, so the prisoner has to collect water from the floor every half hour. According to the source, they even tried to deliberately incite inmates against Spokoinov: in order to provoke aggression on their part, they took a TV and a refrigerator from the cell. And, of course, they were told why they lost the benefits of civilization.

With such dubious methods they tried to get from Spokoinov-Mitkin the same thing as from Avershin - testimony against the governor. But, unlike Avershin, Miklushevsky's advisor has not yet “surrendered” the boss. Therefore, on April 11, the court extended the term of detention in terrible conditions for another 2 months for the political consultant.

The siloviki understood that they might not get the necessary evidence from the governor's close friends. Therefore, they prepared a fallback in advance. Last year, a case was initiated against the protege of the governor, rector of FEFU Sergei Ivants, who replaced Miklushevsky in this post. Now he is placed under house arrest along with two vice-rectors, Viktor Atamanyuk and Aleksey Tskhe. A criminal case was initiated against them on large-scale fraud with university money when concluding a contract for the creation of an information technology system "Electronic University".

It is possible that the number of defendants in this case will increase - after all, ex-rector of FEFU Miklushevsky is directly involved in the embezzlement of budget millions. It was he who announced in 2011 a competition for the creation of the Electronic University system in the amount of 820 million rubles. When the envelopes were opened, it became clear: the application for participation was submitted by only one company - Vintegra Projects LLC. No one else claimed a fat jackpot, since the customers, headed by Miklushevsky, indicated in advance in the tender documentation that "the contractor had to have experience in performing work for federal universities."

Primorskaya OFAS then became interested in the situation and came to the conclusion that the actions of the FEFU were illegal: “the establishment of such a requirement for the minimum qualifications of a participant in the Competition, such as experience in the field of informatization, information technology for federal universities (federal university), significantly reduces the number of such organizations, depriving them of the right to participate in the Competition ”. Therefore, "the defendant has committed actions that lead or may lead to the prevention, restriction, elimination of competition, which is a violation of Part 1 of Article 17 of the Law on Protection of Competition." Nevertheless, as soon as Miklushevsky became governor, the arbitration court overturned the UFAS decision and forgot about the Electronic University. But five years later, the alignment changed, and the criminal case under Part 3 of Art. 33, part 3 of Art. 285 of the Criminal Code of the Russian Federation (Organization of abuse of office, which entailed grave consequences) was nevertheless instituted. This confirms that the "shells are falling" closer and closer to Miklushevsky.

The version that the "attack" on the encirclement of the governor is just a "shooting" to the main target is confirmed by the fact that two years ago the regional FSB was headed by Major General Igor Struchkov.

Previously, Struchkov headed the FSB Directorate for the Sakhalin Region, and he already has experience hunting for governors: it was under Struchkov that the former head of the region, Alexander Khoroshavin, was arrested. The inhabitants of the region expressed their opinion about the governor back in January, when they began to collect signatures under a petition to the Russian president with a request to dismiss Miklushevsky. The authors of the petition emphasize: “For all the years that Miklushevsky was in the post of governor, almost 2 billion rubles were spent on his provision. People are outraged by the luxurious life and the growing prosperity of the head of the region, which ranks first among the regions of the country in arrears of wages.

It is not surprising that the situation demanded an explanation: after all, everyone in Primorye understands that a rather weak artist Irina Miklushevskaya could not sell her paintings for millions.
