For maximum safety of persons under the age of majority, for the period of organized group transfers in the bus, rules and regulations have been prepared and approved by law. Requirements apply to the person driving the bus, directly to the vehicle, and the organization of escort.

Transport for group transportation of minors, technical standards - GOST R 51160-98

The rules, norms have been prepared by the Ministry of Transport. The set of norms is enshrined in Government Decree No. 1177. The legislative act approved the following provisions regarding the transportation of persons under the age of majority:

  • travel of minors (under 16 years of age) by non-route transport;
  • organized transportation of groups of more than eight people;
  • travel of minors without persons representing their interests.

Important! From persons representing the interests of minors, an accompanying person with a medical education is allowed. The set of rules is not relevant for all events in which parents who are not declared by the accompanying persons take part.

The rules for organizing group transportation of minors assume:

  • adherence to the sequence of boarding, disembarking minor passengers;
  • preparation of a certain package of documents;
  • compliance of the driver, as well as all accompanying with the current regulations;
  • escorting the convoy by representatives of the traffic police.

Changes in legislation

The norms for the transportation of minors have been amended by the Government Decree No. 652.

The following conditions have been added to the wording specified in the old version of the document:

  • transportation is carried out unaccompanied by two persons representing the interests of minors (they can be declared by accompanying persons, workers with medical education);
  • the minimum number of persons in a group is 8;
  • if the planned duration of the trip exceeds four hours, the minimum age for minors is seven years;
  • the bus cannot make unplanned stops that are not provided for in the route sheet, transport other persons and perform the functions of public transport;
  • the convoy consists of at least 3 buses;
  • the driver must have a certificate issued by the state traffic police - since 2016, at the request of the traffic police representative, it is allowed to present a copy;
  • at the end of the transportation, the driver's license is kept in the traffic police for three years;
  • transportation of children is carried out from 6-00 to 23-00, the only exception is if the event is related to the departure of another transport (train or plane);
  • if you are planning an overnight trip, the maximum distance between the points of departure and arrival is 50 km.

Important! If a group of minors is accompanied by persons representing their interests, security measures are assigned to them, respectively, the fulfillment of the requirements and norms of transportation should not be followed.

Requirements for driver and bus

Only drivers who meet the following criteria are allowed to transport persons under the age of 16:

  • have category D rights;
  • have a license to provide relevant services - transportation of minors;
  • the minimum driving experience behind the wheel of a bus is 12 months out of the last 36 months;
  • medical certificate confirming that the driver is admitted to the flight.

Before the flight, the driver undergoes detailed instructions on the norms and rules for the transportation of children. In the traffic police there should be no facts of deprivation of rights, other administrative violations.

For buses, certain rules apply, approved by GOST 33552-2015.

  • In front, behind the bus, a sign is installed: "Transportation of children".
  • In accordance with the approved norms, the body of the bus is yellow, and the inscription "Children" is applied to the side parts.
  • The maximum transport age is 10 years.
  • Before leaving for the flight, the transport undergoes a technical inspection, the conclusion is kept by the driver.
  • A satellite tracking device is installed on board.

Rules for organized group transportation of minors in 2020

The norms, fixed by the Resolution of the Government, define clear requirements for the process of embarkation, disembarkation of minors, actions of accompanying persons during stops.

Before the start of an organized boarding, the escorts check the presence of all passengers by checking the list. The collection of children must be organized at a distance of at least 15 m to the landing site.

Minors are instructed:

  • behavior during the movement of the bus, as well as during stops;
  • the process of boarding, exiting transport;
  • actions in the event of force majeure, emergency situations;

  • control of the well-being of passengers;
  • control of behavior, tracking food schedule;
  • route control;
  • settlement of a force majeure situation.

You can enter the transport only after it stops. Accompanying people in a certain, organized manner (children up to seven years old become in pairs) bring passengers to the bus. Boarding takes place through the door closest to the driver.

Important! Hand luggage is laid out in vehicles so that it does not pose a danger, does not restrict the driver's free view.

After the stop, the accompanying persons leave the transport and only then the passengers. Disembarkation is carried out exclusively through the door closest to the driver.

During the stopping period, the escorts stand at the doors of the transport - one at the front, the second at the back. Care must be taken to ensure that children are not on the road.

Important! If necessary, the list of passengers is changed unilaterally before the start of the event - the travel organizer changes the composition of the group and has the right not to notify the carrier about this.

Convoy escort by law enforcement agencies

Escort is required when the convoy consists of at least three buses. To organize escort, you need to submit an application to the traffic police no later than two days in advance. The document is submitted by the head of the event or sent by e-mail to the official Internet resource of the state inspection.

The document must contain the following information:

  • date and duration of the event;
  • exact route;
  • full name of the accompanying person;
  • full name of the driver, details of the driver's license;
  • the number of passengers for each bus;
  • list of state numbers of all vehicles.

Important! If less than three buses are involved in the event, the trip organizer is also obliged to notify the traffic police department. To do this, you must draw up a similar application and submit it to the traffic police. The document with the mark of the traffic police that the law enforcement agencies were notified of the event is kept by the driver.

Required documents

The documentation for organizing the transportation of minors must have the following information:

  • a complete list of children;
  • copies of documents allowing the transport of minors;
  • a list for organizing boarding - an exact plan with an indication of the place for passengers;
  • notification from the traffic police department (copy of the application for the necessary support);
  • bilateral agreement between the customer and the carrier company;
  • full surname, first name, patronymic, contact, passport data of persons accompanying children;
  • agreement with a medical officer (required if the duration of the trip exceeds 12 hours);
  • driver data;
  • a complete list of food items for each vehicle.

Important! When planning a route, it is important to foresee a timetable, plan places and duration of short stops - snacks, physiological needs.

Thus, certain requirements are imposed on buses, transportation organizers, and drivers, approved by law. Organized transportation of a group of children

Since July 10, 2015, the concept of "Organized transportation of a group of children" has been changed in the traffic rules:

"Organized carriage of a group of children" - the organized carriage of eight or more children in a bus that does not belong to a fixed-route vehicle.

As before, organized transportation has the following features:

  • children are on the bus;
  • the bus is not a public transport;
  • the number of children is 8 or more.

So if children with their parents travel on a bus, for example, an excursion bus, this is not an organized transportation of children and the rules of organized transportation do not apply in this case.

However, there are situations when even in the presence of legal representatives, transportation is organized. For example, there are 8 children on the bus. The parents of one of the children act as an accompanying person. Transportation in this case is organized and requires compliance with the rules.

Accompanying children with a traffic police car

First of all, the changes affected the list of documents required for the organized transportation of a group of children:

c) a decision on the appointment of escorting buses by a car (cars) of a subdivision of the State Traffic Safety Inspectorate of the territorial body of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as a subdivision of the State Traffic Inspectorate) or a notification of a negative decision based on the results of consideration of an application for such escort;

c) a copy of the decision on the appointment of escorting buses by a car (cars) of a subdivision of the State Traffic Safety Inspectorate of the territorial body of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as a subdivision of the State Traffic Inspectorate) or a copy of a notice of organized transportation of a group of children;

Until July 10, 2015, the head of the group had to submit an application to the traffic police for escorting buses with traffic police cars.

If the children travel in one or two buses, then another document is submitted to the traffic police - notification of organized transportation of a group of children... In this case, the escort vehicle is not highlighted.

Documents are submitted no later than 2 days before the start of the trip.

Attention! The deadline for filing a notification with the traffic police has been changed from October 1, 2019. It is 24 hours for urban and suburban travel and 48 hours for intercity travel. This issue is addressed in.

Documents for organized transportation of children

Requirements for drivers carrying children

8. Drivers of buses carrying out organized transportation of a group of children are allowed to drivers who have continuous work experience as a driver of a category "D" vehicle for at least 1 year and who have not been subjected to administrative punishment in the last year in the form of deprivation of the right to drive a vehicle or an administrative arrest for committing an administrative offense in the field of road traffic.

8. Drivers of buses carrying out organized transportation of a group of children are allowed to drivers who meet the following requirements:

  • those who have worked as a driver of a category "D" vehicle for at least one year out of the last 3 calendar years;
  • have not committed administrative offenses in the field of road traffic, for which an administrative penalty is provided in the form of deprivation of the right to drive a vehicle or an administrative arrest, within the last year;
  • those who have passed pre-trip instruction on the safety of transporting children in accordance with the rules for ensuring the safety of transporting passengers and goods by road and urban land electric transport, approved by the Ministry of Transport of the Russian Federation;
  • passed a pre-trip medical examination in the manner prescribed by the Ministry of Health of the Russian Federation.

As in the past, drivers who carry out organized transportation of children should not be punished by deprivation of rights or administrative arrest during the last year.

Prior to July 10, 2015, drivers also had to have continuous work experience as a category D driver during the last year. This requirement is becoming more loyal to drivers. From July 10, it is enough to have one year of experience out of the last three years.

For example, the following situation may have occurred earlier. A person has been working as a category D driver all his life. However, half a year ago he switched to a new job (also as a driver). During a job change, the seniority was interrupted for 1 day. Until July 10, 2015, such a driver was not allowed to organize transportation of children. There is no such restriction after July 10.

Situations in which a healthcare professional is required

12. In the case of organized transportation of a group of children in intercity traffic by an organized convoy for more than 3 hours, according to the traffic schedule, the head or official responsible for ensuring road safety of the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or freighter (according to mutual agreement) ensures that such a group of children is accompanied by a medical worker.

12. In the case of organized transportation of a group of children in intercity traffic by an organized convoy for more than 12 hours according to the traffic schedule, the head or official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement, the charterer or charterer (by mutual agreement) ensures that such a group of children is accompanied by a medical worker.

Previously, a medical worker was required for transportation, the estimated duration of which exceeds 3 hours. Starting from July 10, when transporting children, a doctor is needed only on trips, the duration of which exceeds 12 hours.

This requirement has made travel arrangements easier. Many day trips for children can now be done without a healthcare professional.

Admission to the bus carrying children

A new clause has been added to the rules for organized transportation of children:

18. In the case of organized transportation of a group of children by buses, it is prohibited to allow on the bus and (or) transport in it persons who are not included in the lists provided for in subparagraph "e" of paragraph 4 of these Rules, except for the appointed medical worker. This prohibition does not apply to cases established by federal laws.

Only persons on the accompanying or children's list may be admitted to the bus.

For example, the parents of one of the children not included in the preliminary list will not be allowed on the bus. Also, additional children cannot be taken on the bus.

Nevertheless, the organizer always has the opportunity to add to the list of people who need to be taken on a trip.

Requirements for buses carrying out organized transportation of children

From 01.01.2017, new rules for transporting children by school bus came into effect. This standard establishes requirements for buses for the transport of children, which are aimed at ensuring safety.

Rules for the organized transportation of a group of children by buses in 2020

They are dangerous, first of all, by the presence of a large number of people in transport. When the rules for transporting children on the bus do not apply

The main change that appeared in the rules now sounds like a ban on the presence of both parents of the child or their representatives. Parents of children or their legal representatives may participate in the transportation of a children's group only if they simultaneously act as a medical worker or an accompanying person.

How to understand these rules for transporting a group of children on a bus? They mean that if their parents or official representatives are also present with the children, then it is not necessary to comply with all the requirements. When transporting children, parents are obliged to independently monitor the safety of young passengers, and the accompanying person and the driver for the group are no longer responsible.

Primary requirements

Of course, a lot of improvements were made this year, however, it is necessary to highlight several main ones.

  1. In transport, according to the rules for organized transportation of children by buses, there must be at least eight minors.
  2. During the transportation, the bus should not be scheduled and perform the function of public transport.
  3. The traffic police issues a special permit to the driver, a copy of which he must carry with him. After the completion of the transportation, the document must be kept for three years.

So, when a trip is more than 8 minors, the organizer is obliged to report it to the traffic police. If this does not happen, then the inspector may take this for a deliberate violation of the rules for transporting children by bus.

When planning a trip, the manager must first select a transport company in accordance with the requirements and conclude a charter agreement with it. By the way, it is not necessary to involve a transport company. It can be another individual who meets the requirements. After that, the charter contract is sent to the inspectorate and a notification is automatically generated. This notice will be sufficient for a small group of no more than two buses.

Violation of the requirements for the carriage of children at night, established by the Rules ..., shall entail the imposition of ... a fine on the driver in the amount of five thousand rubles or deprivation of the right to drive the vehicle for a period of four to six months; for officials - fifty thousand rubles; for legal entities - two hundred thousand rubles.

The law also contains part 6:

Violation of the requirements for the carriage of children established by the Rules ..., except for the cases provided for in parts 4 and 5 of this article, shall entail the imposition of ... a fine on officials in the amount of twenty-five thousand rubles; for legal entities - one hundred thousand rubles.

It can be applied, for example, in the absence of a list of products taken on a trip, a document with information about the driver.
