The start date of the program called "Car Recycling", initiated by the state, is considered March 2010. The essence of the program was to pay a subsidy to everyone who voluntarily gave up their old car for scrap. But, nevertheless, despite the recognition by the Government of the Russian Federation of the program as ineffective, its reopened in September 2014- the state interest prevailed and everyone was able to dispose of the car again.

What's the interest?

The interest of the Government of the Russian Federation in its own program was caused first by the need to stimulate the supply of new Russian-made cars, and then, in general, to raise the demand for cars assembled in Russia, regardless of the brand, the price of which should gradually decrease. It is for this purpose that the recycling program was introduced so that everyone could hand over their car. In addition, there is an additional goal, which few people remember and think about: the stimulation of sales of new cars inadvertently leads to an increase in the cost of their insurance and to an increase in the amount of transport tax, which is levied on each horsepower that makes up engine power.

Well, as a "bonus" - such a program helps to remove old cars from the streets that have not been used by their owners for a long time. Indeed, over the years of the utilization program's existence, the number of abandoned vehicles has significantly decreased, including trucks.

And what does such a recycling program for old cars give to an ordinary car owner? First of all, the opportunity to buy a new car on favorable (relatively favorable) terms!

The recycling program of old cars includes two areas of its implementation:

• an exchange program operating on the "trade-in" system, i.e. taking into account the cost of the vehicle handed over to the dealer against the purchase of a new one

• elimination of old cars with a discount for buying a new car.

In both cases, the amount of "remuneration" will fluctuate depending on the model of the purchased car and on the type of utilization program, but within the general limits it will be from 50 to 350 thousand rubles. In addition, discounts when buying a new car through the "trade-in" system and on disposal are provided only for cars that are assembled at Russian car factories, including foreign brands. In particular, at the moment in the territory of the Russian Federation there are more than 400 factories where cars are assembled - UAZ, VAZ, GAZ, Skoda, Nissan, and others. Therefore, both domestic brands and imported models that are assembled in Russia, in particular:

• Audi - when buying an Audi A8, a trade-in discount is 150 thousand rubles, and for an Audi Q5 model - 80 thousand rubles;

• BMW - for example, when purchasing a BMW X6 model in 2019 through the trade-in system, a discount of 80 thousand rubles is offered, and for a BMW X1 - 50 thousand rubles;

• Peugeot - a discount of 100,000 rubles is provided for the purchase of a Peugeot Boxer model through the trade-in system, and, for example, for a Peugeot 301 model - only 60,000 rubles;

• but the “Ford” concern participates in the program of liquidation of old cars, and in the “trade-in” program. So, for example, when purchasing a Ford Fiesta model, 93 thousand rubles are provided, and for a trade-in - 40 thousand rubles.

In order to actually realize the specified discount, you should contact any official representative of the auto concern in which the new purchase will be made. At the same time, each auto concern may additionally provide for its own terms of disposal, for example:

• Peugeot accepts cars with a mileage of no more than 160 thousand km and a service life of no more than 8 years. In addition, not every model can be bought from the concern at a discount - and you need to find out directly from the dealers;

• ford extends the use of trade-in and scrapping discounts to just a few models - Transit, Explorer, Mondeo, Focus, Fiesta, Kuga, EcoSport. At the same time, cars are accepted for trade-in that have undergone maintenance on time, do not have serious damage and have a complete set, which is required for a model of this brand.

In addition, many dealerships accept vehicles to participate in a recycling program of different brands, but generally in good condition. Therefore, if the car owner hands over the damaged car, then the dealer decides on his own acceptance.

It is also worth noting that the recycling program involves not only cars, but also trucks, buses, light commercial vehicles and SUVs. For example, a discount is provided for the purchase of GAZ vehicles weighing over 7.5 tons under the trade-in system of 300 thousand rubles, and under the liquidation program - 350 thousand rubles.

What needs to be done to participate in the recycling program?

First of all, you need to check with the official dealerships about their participation in the program and its conditions. Further, the buyer to purchase a new car assembled in Russia on terms of recycling (not trade-in) will need:

• provide all documents of title to the car, confirming the ownership of this vehicle for at least the last 6 months. In this case, the car itself can be of any year of manufacture and origin;

• remove the car from the register at the traffic police in Russia;

• to provide a fully equipped machine for disposal, i.e. that she has seats, dashboard, gearbox, battery, etc.;

If the car participates in the "Trade-in" program, then the originals will be required from its owner:

• Vehicle registration certificates.

In this case, the car itself, transferred under the "trade-in" program, must meet the following requirements:

• any brand, year of issue and country of origin;

• must be owned by a person who wants to take part in the program, at the time of his application for at least six months;

• be registered with the Russian traffic police.

It is worth noting that all the above conditions are general, and in each specific case of handing over the car under the scrappage program, the conditions should be checked with the authorized dealers. For example, the period of ownership of a Ford vehicle must be at least the last 12 months, and for KIA - at least 6 months, etc.

Obligatory documents are also the passport of the owner of the recycled car and a document that certifies the transfer of the car from its owner to the utilization company - a certificate. This document is required when the vehicle is subject to liquidation. Only a copy of the document certified by a notary is provided.

In addition, not only individuals, but also organizations can participate in the recycling program for old cars. For them, the conditions for transferring cars are similar to those for ordinary citizens.

It is also worth noting that individual carmakers have launched their own recycling programs. Therefore, in order to take part in them, it is imperative to check the information with official dealers.

Program duration

The utilization program has been prolonged more than once and even interrupted in December 2011. But at the moment it will be valid until the end of 2019., but it will automatically stop when all funds allocated for the implementation of the program are exhausted. And this is almost 10 billion rubles. so in 2019 the program is still relevant, in addition to this, as we already wrote, you can always contact the car dealership of any of the car manufacturers and find out what programs they currently have related to the exchange. Therefore, those who expect some innovations and simplifications from the car scrappage program in 2019 will most likely be disappointed, because nothing radically new is foreseen.

How do I hand over my car for recycling?

First of all, you need to choose a car dealer, to which the car owner is going to contact about the purchase of a new car and about the disposal of the old one. Moreover, you can only contact the dealer who takes part in the recycling program. It is to this person that the car is transferred. Employees of this dealership will be engaged in removing the vehicle from the traffic police register and in obtaining a certificate for the subsequent disposal of the car.

In order for all this to be possible, the car owner himself must:

• issue a power of attorney for transfer to the disposal of your car. The power of attorney is drawn up at the dealership and it should indicate that all actions related to the disposal of the car are allowed;

• simultaneously with the preparation of a power of attorney, an agreement must be concluded between the owner of the car and the dealer, according to which the car will be transferred to the dealer for safekeeping for its removal from the register and disposal;

• then the power of attorney and the car itself are transferred to the dealer. The car owner is given a vehicle acceptance certificate;

• after an employee of the dealership has handed over the car to an organization engaged in the disposal of vehicles, the former car owner is issued a recycling certificate, which serves as the basis for receiving a discount when buying a new car. The utilization certificate must be of a strictly unified form, which is approved by the Ministry of Industry and Trade of the Russian Federation in order No. 10 of January 14, 2010. It is with this certificate that you can get a discount.

If you are engaged in disposal yourself, then you must:

• independently deregister vehicles by presenting a driver's license, passport, as well as title and vehicle registration certificate;

• the traffic police will issue a certificate for disposal;

• with this help, you need to go to the recycling organization. You can find its address yourself or check with the traffic police;

• in this organization, a certificate is issued for the car being disposed of, the presence of which serves as the basis for obtaining a discount at dealerships when buying a new car. The form of this certificate is approved by the Ministry of Industry and Trade of the Russian Federation.

Nuances of the recycling program

The recycling program applies only to the purchase of new cars. Those. the discount received in the course of recycling or trade-in can be spent only on the purchase of a new, not used vehicle.

The possibility of obtaining a discount under the scrappage program does not depend on which car is rented out, but depends on which car is purchased. Those. from whether this model is involved or not in the program.

If the car is scrapped (liquidated) before the start of the scrapping program, then you cannot count on a discount when buying a new vehicle, since the program applies only to those cars that were scrapped after its entry into force.

Only the manufacturers themselves establish which cars they sell for recycling, and what the prices for new cars will be, taking into account the discount. This is completely their prerogative. The state has nothing to do with pricing. There are only recommendations of the Ministry of Industry and Trade of the Russian Federation regarding the amount of such a discount: 50 thousand rubles - when buying a car and up to 350 thousand rubles - when purchasing a truck.

Truck scrapping implies a progressive discount, the amount of which is directly related to the tonnage of the vehicle being handed over. The truck recycling program, which can be continued in 2020, aims not only to increase sales of domestic cars: the country's budget will receive additional funds, the owners of old cars will get rid of expensive repairs and downtime, and the air in cities will become cleaner.

How to scrap a truck

The program covers machines manufactured or assembled exclusively in the Russian Federation. It is assumed that the project will increase production and neutralize the consequences of the protracted stagnation of the automotive industry.

Disposal methods

Trucks were included in the state program in 2014. Since then, this category of vehicles applies to all, without exception, its provisions. On the official website of the recycling program, it is indicated that if it is continued, then there will be no differences for trucks in 2020.

Thus, there are two options:

1. Complete disposal without buying a new car.
2. Exchange for a new car under the recycling program.

In the first case, the owner (or his authorized representative) delivers the car to the recycling center with all the necessary documents and hands it over, receiving a certificate or act required to remove the vehicle from the register (from 10.07.17).

In the second option, the owner enters into an agreement with an accredited operator. The truck is checked for completeness and compliance with the rules of participation in the program, after which an agreement of intent is drawn up for the purchase of a new car. Then the old car is handed over to a recycling center, deregistered and a new one is purchased at the cost minus the discount provided by the program.

Cash for the car handed over to the scrap is not issued. Instead, the former owner receives a special certificate used to obtain a discount when buying a new vehicle.

Conditions of the recycling program for trucks

Thanks to the changes that took place in the project, it became possible to dispose of not only cars, but also minivans, heavy SUVs, trucks and even buses. Since 2017, UAZ, GAZ and KamAZ have been included in the list of cars available under the recycling program since 2017.

Utilization of trucks in 2020, as in the past, has certain conditions and terms.

You can return a truck on the following terms:

• the car has documents and is completed in accordance with the technical passport;
• age - 6 years or more;
• ownership period - six months or more;
• The vehicle has been removed from the register;
• a recycling fee has been paid;
• Vehicle manufactured in Russia;
• a person who gives up a car for scrap has Russian citizenship.

The vehicle must be equipped with:

• frame and body with a set of seats and electrical equipment, marked in the data sheet;
• engine;
• transmission;
• all wheels;
• dashboard;
• steering control;
• working battery;
• brake and hydraulic systems.

The car is provided in a technically sound condition and filled with liquids, gases and oils in an amount sufficient to ensure its functionality.

Today it is reliably known that in this form the program will continue to operate until the end of the first quarter of this year.

Disposal documents

For disposal, one application to the MREO is enough. Nevertheless, for completeness of documenting, they will ask to provide:

1. Owner's passport.
2. Written statement.
3. Vehicle passport.
4. Registration certificate.
5. Document on the actual delivery of the vehicle to the recycling center (from 10.07.2017).
6. Registration marks.

If the truck was purchased under a power of attorney, it will be required upon deregistration.

Truck scrapping discount

Individuals and legal entities have the right to benefit from the state program. But what the discount amount will be depends on the carrying capacity of the purchased vehicle and the manufacturer:

• up to 3.5 tons - up to 120 thousand rubles;
• from 3.5 to 4 tons - up to 175 thousand;
• average tonnage - up to 200 thousand;
• heavy truck - up to 350 thous.

What to consider

When scrapping, buying a passenger car instead of a truck will not work. Moreover, if several transport units are rented, the accumulation of the discount is not provided. That is, having handed over three cars, for example, you cannot use all the certificates to buy one. Simply put, one truck changes to another. To use the full potential of the discounts, you will have to buy as many cars as scrapped.

In addition, there is a purely territorial problem. The fact is that the bulk of the dealerships of Russian truck manufacturers are located far from the European part of the country. And this causes difficulties with delivery.
