Since February 26, 2017, the stamp is not required in the waybills (order of the Ministry of Transport dated January 18, 2017 No. 17).

From February 26, 2017, it is necessary to display information on the pre-trip state of the car in the waybills, otherwise a fine of up to 30,000 rubles is possible (part 3 of article 12.31.1 of the Administrative Code of the Russian Federation).

From June 1, 2017, it is prohibited to hire drivers or individual entrepreneurs with foreign rights (Federal Law of 10.12.95 No. 196-FZ "On Road Safety"). This rule does not apply to personal travel.

Who needs a waybill?

Waybill is needed to justify the cost of fuels and lubricants (gasoline, engine oil, etc.) on the STS, income-expenses and OSNO. Individual entrepreneurs and organizations on the USN income, UTII and Patent do not keep track of expenses and the waybill is simply not needed. Also, it is not needed if you do not want or do not need to enter such expenses in any tax regime.

It is forbidden to transport passengers and luggage, cargo by buses, trams, trolleybuses, cars, trucks without issuing a waybill for the corresponding vehicle (this means, first of all, transportation for money, otherwise it’s absurd - an individual entrepreneur is taking his wife to the theater and must have waybill).

Also, for absence, a fine of up to 20,000 rubles. for individual entrepreneurs or up to 100,000 rubles. to legal entities (Code of Administrative Offenses 12.31.1).

If it is filled in incorrectly (for example, there will be no mark on the medical examination) - a fine of up to 30,000 rubles for the organization, up to 5,000 for an official (Code of Administrative Offenses 12.31.1).

For refusal of a driver from a compulsory medical examination - for officials of an organization (for example, a manager) - from 2,000 to 3,000 rubles, for organizations - from 30,000 to 50,000 rubles. (Code of Administrative Offenses 12.31.1).

Registration

The term of registration of the waybill is from one day to one month. For trucking companies, it must be issued for every day (letter from the Ministry of Transport dated 09.28.2018 No. 03-01 / 21740-IS). It is necessary to indicate the route in detail.

The waybills must be stored for five years.

Cost-norms

Expenses need to be written off within the norms - up to 2000 cubic meters. cm inclusive - 1200 rubles; over 2000 cubic meters. cm - 1500 rubles; motorcycles - 600. These norms apply to the Income Tax, STS, Unified Agricultural Taxation (RESOLUTION of February 8, 2002 N 92).

But the "Norms of consumption of fuels and lubricants in road transport", introduced by the order of the Ministry of Transport of Russia dated March 14, 2008, No. AM-23-r, are recommendatory in nature. Organizations have no obligation to follow these norms.

For a car

The standard form (approved by the resolution of the State Statistics Committee of 28.11.1997 No. 78) is not obligatory for use. In addition, 2 new details must be entered into it:

I. General provisions

1. Mandatory details and the procedure for filling out waybills are developed in accordance with the Federal Law of November 8, 2007 N 259-FZ "Charter of road transport and urban land electric transport" (Collected Legislation of the Russian Federation, 2007, N 46, Art. 5555) ...

2. Obligatory details and the procedure for filling in waybills are applied by legal entities and individual entrepreneurs operating cars, trucks, buses, trolleybuses and trams.

II. Mandatory details of the waybill

3. The waybill must contain the following mandatory details:

1) the name and number of the waybill;

2) information on the validity period of the waybill;

3) information about the owner (possessor) of the vehicle;

4) information about the vehicle;

5) information about the driver.

4. Information on the validity of the waybill includes the date (day, month, year) during which the waybill can be used, and if the waybill is issued for more than one day - the date (day, month, year) of the beginning and the end of the period during which the waybill can be used.

5. Information about the owner (owner) of the vehicle include:

1) for a legal entity - name, organizational and legal form, location, telephone number;

2) for an individual entrepreneur - surname, name, patronymic, postal address, telephone number.

6. Vehicle details include:

1) the type of vehicle (passenger car, truck, bus, trolleybus, tram) and the model of the vehicle, and if the truck is used with an automobile trailer, automobile semitrailer, in addition, the model of an automobile trailer, automobile semitrailer;

2) the state registration plate of a passenger car, truck, cargo trailer, cargo semi-trailer, bus, trolleybus;

3) odometer readings (full km of run) when a vehicle leaves the garage (depot) and enters the garage (depot);

4) the date (day, month, year) and time (hours, minutes) of the vehicle leaving the place of permanent parking of the vehicle and its arrival at the indicated parking lot.

7. Driver details include:

1) surname, name, patronymic of the driver;

2) date (day, month, year) and time (hours, minutes) of the pre-trip and post-trip medical examination of the driver.

8. It is allowed to place additional details on the waybill, taking into account the peculiarities of carrying out activities related to the carriage of goods, passengers and luggage by road or urban land electric transport.

III. The procedure for filling out the waybill

9. The waybill is drawn up for each vehicle used by a legal entity, an individual entrepreneur for the transportation of goods, passengers and luggage by road and urban land electric transport in urban, suburban and intercity communications.

10. The waybill is issued for one day or for a period not exceeding one month.

11. If during the validity period of the waybill a vehicle is used in shifts by several drivers, it is allowed to issue several waybills for one vehicle separately for each driver.

12. The name of the waybill indicates the type of vehicle for which the waybill is drawn up (waybill of a passenger car, waybill of a tram, etc.). The waybill number is indicated in the header in chronological order in accordance with the numbering system adopted by the vehicle owner.

13. Dates, times and odometer readings when a vehicle leaves its permanent parking lot and when it enters a permanent parking lot are affixed by authorized persons appointed by the decision of the head of the enterprise or individual entrepreneur, and certified by their stamps or signatures with initials and surnames, except for cases when an individual entrepreneur combines the duties of a driver.

14. Dates, times and odometer readings when a vehicle leaves a permanent parking lot and arrives at a specified parking lot shall be put down by an individual entrepreneur if the specified entrepreneur combines the duties of a driver.

15. In the case of issuing several waybills for one vehicle separately for each driver, the date, time and odometer readings when the vehicle leaves a permanent parking lot are put down in the waybill of the driver who is the first to leave the place of permanent parking, and the date, time and odometer readings when the vehicle enters the permanent parking lot - in the waybill of the driver who is the last to enter the permanent parking lot.

16. The dates and times of the pre-trip and post-trip medical examination of the driver are put down by the medical worker who performed the corresponding examination, and certified by his stamp and signature with the surname, first name and patronymic.

16.1. The date and time of the pre-trip inspection of the technical condition of the vehicle are affixed by the inspector of the technical condition of vehicles or the inspector of the technical condition of urban ground electric transport, who carried out the corresponding control, and certified by his signature indicating the surname and initials.

17. Owners (owners) of vehicles are obliged to register the issued waybills in the waybills register.

The procedure for filling out the waybill


A waybill is drawn up for each vehicle used by a legal entity, an individual entrepreneur for the transportation of goods, passengers and luggage by road and urban ground electric transport in urban, suburban and intercity communications.

Waybill this is - main primary document accounting of the driver's work and mileage, the route of the car, issued daily to drivers of vehicles.

The waybill form refers to the primary documents used in the process of accounting for cargo transportation. The waybill together with the form (TTN) are documents characterizing the work of the driver and the vehicle. Both documents serve as the basis for calculating and paying wages to the driver, as well as for calculating the cost of services for the transportation of goods. In 1997, two forms were approved, which are still used for the operation of freight vehicles in Russia.

Why do you need a waybill

Waybill form 4-c It is used for cargo transportation based on piecework wages (the driver made the trip - he passed the waybill). Waybill form 4-p used when a temporary tariff is applied. As a rule, this form takes into account the work of the driver during one work shift (one day). At the same time, he can make several flights of the same type for one customer, or two flights for different customers.

The waybill consists of a main part and a tear-off coupon... The tear-off coupon of the form is filled in directly by the customer. The data indicated in it serve as the basis for invoicing for the work performed by the carrier. A tear-off coupon is an integral part of the invoice, serves as a confirmation of the amount accrued for the services of the carrier organization.

The main part of the waybill form is an accounting document and remains with the carrier. In this part of the waybill, data on the time during which the carrier's car was involved and the length of the cargo delivery route should be duplicated. It also reflects data on the forced idle time of the vehicle, on the need for additional operation of the engine of the machine and the implementation of work related to the use of equipment installed on the vehicle. It is these data that serve as the basis for calculating the operation of this vehicle.

If for road transportation of goods it is assumed time-based payment, then the number of each consignment note, which is attached to the waybill, is put on the waybill. A copy of the consignment note (TTN) attached to the form of the waybill, serves as confirmation of the work performed... At the end of the work, accounting and an entry is made in the register of waybills, the total (in tons) of the transported cargo is calculated. Hours of use of the vehicle and the driver's wages are calculated on the basis of aggregate indicators.

Before the driver starts work, the main part of the waybill form must be completed by the freight dispatcher, or a person replacing him. Subsequent entries in the waybill are made by the employees of the carrier organization, as well as the customer (or his representative). The driver should not make any entries in the waybill. He signs the waybill only when accepting a car for work and handing it over at the end of the shift. The driver receives the waybills from the dispatcher at the beginning of the work shift, and certifies their receipt with a signature. At the end of the work shift, he must hand over the waybill. This document is issued for only one work shift or work day. The driver can receive a new waybill only after he hands over the old one to the dispatcher and thus closes the working day.

How to make entries in the waybill form correctly

The sequence of filling in the waybill column is strictly regulated. The filling is done as follows:

  1. The date (day, month and year) is put under the name of the document, which must correspond to the date indicated in the registration log for the issuance of waybills;
  2. Next comes the line in which the work code must be indicated. It is this code that serves as the basis for calculations and payment of wages to the driver;
  3. Columns "Brigade" and "Column" reflect the numbers of the vehicle fleet units to which the truck or the driver is assigned;
  4. The column "Vehicle data" must contain data on the brand of the car, its registration numbers (state and garage);
  5. Lines containing service and personal data about the driver must be filled in with the following data. This includes the surname and initials of the driver, the number of his rights, his personnel number assigned according to the organization's staffing table, as well as the driver's class;
  6. If the transportation of goods requires a license, then it is necessary to fill in the column with data on the license card. This column indicates the series and number of the card, as well as its type. By types, licensed cards are divided into limited and standard;
  7. The column "Trailers" must contain the state and garage number of the semi-trailer or trailer, as well as the brand, if the use of these means is necessary for the process of transportation. If in the course of transportation it is supposed to replace trailers, then their numbers and brands are entered right on the spot;
  8. The column "Accompanying persons" must contain information about the persons who accompany the driver during the carriage of goods. These persons can be trainees, freight forwarders, loaders. The surname and initials of the employees, as well as the documents on the basis of which they carry out their work, are entered in this column;
  9. The column "Work of the driver and the car" should contain information about the time of departure of the car from the territory of the motor transport enterprise and the time of its return to the territory of the vehicle fleet;
  10. In the column "Assignment to the driver", the freight dispatcher or other person shall enter the address of the customer's location, at whose disposal the driver with the vehicle comes;
  11. The column "At whose disposal" assumes an indication of the customer about the person with whom the driver will contact in the process of performing the work. Often this is the customer himself, but this person may be the client's confidant. The authorized person carries out his duties on the basis of a power of attorney. It is best to attach a copy of the power of attorney to the documents (waybill and consignment notes);
  12. The line “Arrival time” should contain data, indicated in hours and minutes, about the time of arrival of the vehicle at the location of the customer to perform one-time work. If the services under the contract involve the performance of work within several days, then the time is recorded in this column according to the schedule prescribed in the contract;
  13. Columns of addresses of the point of loading and unloading (No. 20-21) must reflect the actual addresses of the point of loading goods and the point of delivery (unloading) of goods;
  14. The line "Name of the cargo" contains the full name of the goods intended for transportation;
  15. The line “Number of trips with cargo” should reflect the required number of flights required to complete a specific task. The task is defined in the application or in a single order;
  16. The column "Distance" contains data on the length of the route. The mileage can be determined by data from road organizations or a map of the city (region). You can also use the data of previous cargo transportation. The mileage can be calculated at any transport exchange operating on the Internet, for example ATI.SU. As a rule, the data provided by transport exchanges is quite accurate, and the mileage calculation service is absolutely free;
  17. The column "Carry tons" contains data on the amount of cargo in tons that needs to be transported.

Any changes to the waybill concerning the driver's assignment are only allowed to be made by an employee of the transport organization that owns the vehicle. If agreed between the parties (carrier and client), this can be done by a person authorized by the customer or the customer himself.

The front side of the waybill form contains the column "Issue fuel", which indicates the amount of fuel required for the operation of the vehicle. The amount of fuel required is entered into the column in words, taking into account the unused fuel for the past day. The sheet, completely filled in by the dispatcher, is certified by his signature. Thus, the dispatcher certifies the correctness and accuracy of all the entered data, including the fact that the driver has a driver's license.

How to fill out a waybill before leaving the garage

There are not many columns in this part of the sheet to fill out. It is often quite easy to fill out this information by following the recommendations.

  1. Columns related to the section "Fuel movement" are to be completed by the refueller or a fuel and lubricants technician. These columns record data on the actually received fuel for the implementation of work;
  2. The front side of the waybill form must contain a mark on the medical examination. Medical examination is a mandatory procedure before starting work on cargo transportation. Only an officially authorized person with medical education performs a medical examination and fills in the necessary fields of the waybill. The purpose of the medical examination is to determine the health status of the driver and his ability to drive a vehicle;
  3. Before the vehicle goes on the line, a specialist from the technical control department or checkpoint must record the data from the car's speedometer and enter this information into the “Speedometer readings” column. The column is located in the section "Car and driver work";
  4. The same specialists reflect the time of the car's departure to the line. The time is recorded in the "Actual time" column. It is allowed to enter data both manually and using a stamp. Order of data indication: date, month, hours and minutes;
  5. Another column related to the section "Fuel movement" reflects the remaining fuel in the tanks of the car when entering the route. These data are recorded by the mechanic for fuels and lubricants in column No. 12 of the waybill;
  6. In the form of the waybill, there are lines that reflect the actual condition of the vehicle (suitability for work, technical notes and recommendations). This section is filled in by an OTD mechanic and indicates the readiness of the machine for work, and also serves as a permit for the driver to leave. This section is certified by both the mechanic and the personal signature of the driver.

How to fill in the waybill on the route

Consider the procedure for filling out the waybill form using the example of form No. 4-c.

  1. Box No. 27 contains information on the numbers of all flights performed. This is necessary for the subsequent sorting of all attached consignment notes;
  2. The next column should contain the numbers of all consignment notes attached to the waybill;
  3. Data on the date and time of submission to the consignee or sender of the waybill form shall be entered in columns No. 28-30. This happens if a checkpoint is provided on the territory of the customer or consignee. Otherwise, these columns are not filled in, and the data is entered in the corresponding lines of the consignment note;
  4. Columns No. 39-40 contain the full name of the consignor. The data on the consignor (name and details) are certified by the signature of the consignor or the authorized person, and also certified by the seal;
  5. If any unforeseen circumstances have arisen that have caused the downtime, in this case the line "Downtime on the line" is filled in. The data is entered by the appropriate specialist (technical assistance employee), or any other authorized person. The column must indicate the reasons for the downtime, the date and the exact time period during which the vehicle was idle. Downtime data is certified by the signatures of the persons who filled out this column;
  6. On the front side of the waybill there is a section "Special marks". It contains data that is not included in the waybill: comments and refusals of the customer to perform work or from vehicles, remarks from the traffic police and road service specialists.

Rules for filling out the waybill when returning to the vehicle fleet

After returning the vehicle to the garage, filling out the waybill form continues. The following data is entered into it:

  1. The first step is to fill in the section "Car and trailer works". This includes data on the flights made, the amount of fuel consumed, the time spent during the work, as well as the actual mileage during the shift;
  2. The section "Fuel movement" contains lines about the remaining fuel, which are filled in by an OTD mechanic. The fuel and lubricants technician makes a mark in the "Rented" column, which confirms the actual delivery of the remaining fuel by the driver;
  3. After the vehicle has been handed over (the condition is recorded by the quality control department mechanic and is determined as satisfactory or unsatisfactory), the driver puts a mark in the "Delivered" column, which is signed by the quality control department mechanic.

Working with the waybill after the driver has handed it over to the freight dispatcher

After the vehicle is handed over to the vehicle fleet, and the waybill is filled in by all services, the driver hands it over to the dispatcher, who continues filling it in.

  1. The first section to be filled in is the “Work of the driver and the car”. The following data are entered in the column "Zero mileage": the mileage from the gate of the motor transport company to the point of loading, and from the place of unloading to the garage;
  2. The section "Fuel movement" is quite extensive, it is necessary to fill in several lines here. "Rate change rate" contains information about the general rate of change in fuel consumption. This coefficient is associated with a change in fuel consumption rates. The lines about the operating time of special equipment and engine operation are filled in on the basis of documented data. This includes data on the use of special equipment and its operating time, as well as data on additional engine operation (during loading and unloading, for example). This information must be entered in the waybill to determine the rate of fuel consumption. After filling in the relevant fields, the dispatcher certifies them with his signature;
  3. The section "Sequence of the task execution" is the final stage. The dispatcher enters the total number of flights performed. The record is entered in the final line of column No. 27. The line "Shipping documents in quantity" reflects the total number of consignment notes handed over by the driver. Confirming the number of documents received and handed over to the dispatcher, the driver puts his signature in the column "The driver handed over", the dispatcher also signs in the column "Accepted".

How to correctly fill in the form of the waybill form No. 4-p

The form of the waybill of this form is somewhat different from the previous form No. 4-c. The section "Assignment to the driver" is distinguished by the peculiarities of filling. This section must be completed by the dispatcher in accordance with the data submitted in the application or a one-time order of the client.

  1. Column No. 18, reflecting at whose disposal the driver with the vehicle comes, must include data about the client (the name of his organization and the location of the work production point);
  2. Lines Nos. 19-20 reflect the time of arrival of the vehicle for the performance of work, as well as the time of departure;
  3. Column No. 21 contains data (in hours) on the approximate time allotted for the performance of the necessary work;
  4. Line 22 contains data on the required number of flights.

The tear-off coupon of the waybill form is filled in only by the customer... After that, it is transferred to the driver, who hands it over together with the waybill to the accounting department. Based on the tear-off coupon, the customer is billed for the actually performed work, which he must pay. Filling in the tear-off coupon must also take place in accordance with the rules.

The driver presents the waybill to the customer. The customer, based on the data of this waybill, enters the number of the waybill and the date of issue in certain sections of the tear-off coupon. Also, the details of the cargo carrier, the brand and state registration number of the vehicle that arrived to perform the work are entered here.

The line "Customer" must contain the full name of the customer organization and the data of the official authorized to manage the arrived vehicle. Also, in the tear-off coupon in the corresponding columns, the time of arrival of the vehicle and the time of its departure are indicated. The customer fills in the column "Attached shipping documents", in which the actual quantity and numbers of documents are entered. One copy of each TTN must be attached to the form of the waybill.

The tear-off coupon contains information about the flights actually made by the driver, the corresponding column is filled in by the customer. Upon completion of filling in all the necessary information, the customer (or his authorized representative) certifies all the entered data with his signature and seal of the enterprise.

Types of waybills

1. International - model form number 1
2. Standard form number 2 - intended for transportation on the territory of Ukraine.
3. Model form number 3 - designed for cars.

The application of a waybill for a truck is the main criteria for any private entrepreneur who conducts business. The international form of the waybill of a truck is issued for one business trip for the carriage of goods. The next form №2 is issued for one day.

The carrier is stamped on the front of the document at the top in the left corner. The date of issue is written under the name of the document. All information must match the registration of the document in the log book.

The line "Working hours" should contain the name of the carrier's work schedule (business trips, work on weekdays and weekends), on the basis of which the salary is calculated;

Truck waybill: medical examination

Every driver must undergo a medical examination in order to find out whether he is able to drive safely. Those persons who have not undergone a complete medical examination are not allowed to work. If the driver is fit for work, the doctor is obliged to put his stamp on the waybill. Then the driver must give the waybill to the mechanic, in order for him to put his signature, indicating that the serviceable vehicle has been handed over to the carrier. The driver, in turn, puts his signature, which will confirm the receipt of the task.

After the end of the trip, returning to the garage, the driver must hand over the waybill of the freight transport to the carrier, who must check the correctness of the document. The driver must confirm with his signature the delivery of the vehicle in good condition or in a faulty condition.

Column number 12 prescribes the operating time of the equipment;
Column number 13 prescribes the operating time of the vehicle motor.
Column No. 24 serial number of trips;
Box No. 25 TTN number;
Column No. 26 prescribes the time worked for the vehicle;
Column No. 27 prescribes the amount of cargo that was transported;
Column number 28 prescribes the performed transport work;
Column No. 29 prescribes the data of the consignor.

These records must be certified by the dispatcher and the driver in the line "Dispatcher accepted" and "Driver handed over".

Further waybill must be handed over to the taxi driver for the following calculations of transport work, to establish its cost. The accuracy of the issued waybill is checked by the accountant and certified by his signature.
