According to the publication, the Research Center for Road Safety Problems (SRC BDD) of the Ministry of Internal Affairs of Russia was engaged in the development of a new version of the state standard for license plates. According to the head of the center, Oleg Portashnikov, the need to revise the current GOST-50577 (issued in 1993) is due to accumulated problems.

Most of the motorcycles sold in the Russian Federation are of foreign production. In this connection, the plate under the rear number, installed at the factory, is smaller in size than the Russian sign (245 mm by 160 mm). When buying a motorcycle from authorized dealers, the company provides customers with frame adapters. However, as practice shows, they are not reliable enough. Bikers who import motorcycles to Russia on their own do not always use adapters, and sometimes deliberately put numbers in violation (bend the edges, turn the sign, etc.), the SIC notes. In the new version of GOST, it is planned to revise the dimensions of the rear motorcycle license plate to comply with Western standards.

The SIC also believes that the time has come to revise GOST for passenger cars. The reason is the same: in Russia there are a lot of foreign technology (Japanese, American) with non-standard places for attaching signs. Regular holes on the sites often do not coincide with the holes on the numbers, explains Portashnikov. At the same time, the car owner is prohibited from drilling additional holes in the license plate - for this, a fine of 500 rubles is provided. For the convenience of citizens, according to the SIC, it is possible to allow holes in the room to be made, but in certain places. It is also not excluded that rectangular rear numbers will appear in the standard for standard mountings of foreign cars.

Retro

The Ministry of Internal Affairs also thought about borrowing the Western experience of identifying retro cars. In some countries, the owners of such cars are issued special numbers that give the owner the right to operate the vehicle subject to a number of conditions: only on weekends, away from expressways, at a certain distance from the owner's place of residence, etc. The situation is similar with cars for competitions ... For them, it is also necessary to introduce a special type of state signs and special conditions of use, the authors of the initiative believe, since sometimes rallies take place on public roads.

Timeline for reform

The Russian Automobile Federation (RAF) has already developed sketches of new numbers and sent them to the Ministry of Internal Affairs.

As noted in Rosstandart, the revision of GOST-50577 is included in the standardization plan for 2017. Public discussion of the first edition of the standard should begin in September 2017, and the final version will be ready in May 2018. The approval of the national standard is scheduled for October 2018, in 3-18 months after that the document may come into force.

Changes will affect technology of foreign production

The revision of GOSTs for automobile and motorcycle numbers in Russia is being prepared in the structures of the Ministry of Internal Affairs.

The expert fears a surge in corruption due to the introduction of a new standard for license plates.

Auto lawyer Serhiy Radko believes that it is impossible to set a specific deadline until which car owners will have to replace license plates, the replacement should be carried out gradually.

“You can't oblige everyone to change their numbers until some point. Because there will be a collapse. There will be those who will not have time to change numbers. And a corruption component will appear: there will be people who will offer to bypass the queue and get new numbers for money, ”explained the lawyer of the radio station“ Moscow Says ”.

According to him, if all 60 million cars in Russia go to change license plates at the same time, it will cause "a flurry of employment of divisions, the system will collapse and will not be able to work."

Therefore, it is more expedient, Radko believes, to change the license plates when some kind of registration action is taken with the car: changing the owner or obtaining new car numbers, etc.

“Because now, according to the law, the registration action can be carried out in any division. The capacities that we have now are unlikely to be enough for the number of license plates that can be distributed in sufficient quantities across all divisions of the country. Therefore, for sure, some interruptions are possible at first, ”the expert believes.

We will remind, today the media reported on the preparation of a new standard for Russian license plates, which is designed to solve the problem of inconsistency with GOST standard holes for attaching identification marks on individual cars and motorcycles.

The new edition is being developed by the Research Center for Road Safety Problems of the Ministry of Internal Affairs of Russia.

Last week on the development of a new standard for state registration plates of vehicles, that is, numbers that are issued when registering cars, motorcycles and other equipment. The document is being developed by the Institute of Traffic Safety of the Ministry of Internal Affairs of Russia. It was there that the editorial board of "Za rulem.RF" received a copy of the draft of the new GOST R 50577 in the first edition.

The main thing: no RFID tags, no changes in the number of numbers or letters, no refusals of the region code are planned. That is, ordinary license plates will remain in the format M 000 MM 55, where the last two digits indicate the region code.

The only thing that will change dramatically: there will be more types and sizes of rooms. In addition, clarifications have appeared in the standard. For example, from GOST disappeared "motonarts", but "off-road motor vehicles and snowmobiles" appeared. A new type of rear license plate for cars and trucks with a non-standard size (type 2) has appeared: unlike regular license plates, it is two-line, and its dimensions are 290x150 mm versus 520x112 mm for single-line ones. Such numbers should stand as native on cars from Japan and the USA.

The torment of motorcyclists has come to an end: most of the areas for the number of modern motor vehicles are adapted for a more compact number than today. If the new version of GOST is approved, the length of such a number (type 6) will decrease by 15 mm (up to 230 mm), and the height - by 60 mm (up to 125 mm). Now you don't have to figure out how to securely fix the number, well, and complicate readability by bending the number and justifying by the design of the site, will also no longer work.

New types of vehicles have appeared in GOST: classic (retro) cars and trucks, classic (retro) motorcycles and mopeds, sports motorcycles, sports cars and trucks. Their numbers resemble transit ones: a separate cell with a corresponding letter is highlighted on the left, and the number has the format MM 000 55. The dimensions correspond to the usual standard numbers and numbers for cars with a non-standard attachment point.

For classic (retro) cars and trucks (type 22 and 23) and motorcycles (type 24) they start with the letter "K".

Numbers for sports motorcycles (type 27), cars and trucks (type 25 and 26), respectively, start with the letter "C" and also have the format MM 000 55.

Actually, this is where all the changes in GOST end. It remains unclear what the developers mean by sports vehicles. If we are talking about racing equipment, then cars must have a license plate only in rallies and rally-raids, where there are stretches on public roads. It cannot be ruled out that a new category of vehicles may appear in the Traffic Regulations. Perhaps sports cars will be equated with an engine more powerful than 250 hp. and with a specific body type.

Naturally, following the discussion, and even after it, new amendments may be made to GOST, it will have to be rewritten and supplemented. So, it is possible to expect its entry into force only by the end of next year.

In the wake of rumors about the impending replacement of Russian license plates, the studio of Artemy Lebedev presented its original development in this area. According to the founder of the design studio himself, such rooms can be found "Soon on all roads of the country".

As part of the new format, the developers propose to use on car numbers: 1 - a three-character abbreviation of the Russian region from the letters of the Latin alphabet, 2 - the color coat of arms of a region or city, 3 - a series of any two numbers, 4 - a free combination of four more permitted letters.

In the studio of Artemy Lebedev, they explain that the result will be about four and a half billion combinations, which will be enough for at least the next century.

The license plates of the new format use only those letters that cannot be confused with each other in any way of reading. For example, only the letter "C" is used, while the "S" is absent. It is also impossible to get a license plate with the letter "U", but "Y" is available.

It is important that attackers will not be able to quickly change the new number by drawing on the letters, because in addition to the ban on the use of letters H, I, J, P, Q, S, U, V, W, the number is also written in a specially designed font, which is very difficult to counterfeit ...

GOST-50577, according to which the current license plates are executed, was issued more than twenty years ago in 1993. Since that time, due to a number of serious shortcomings, including low information content and the need to frequently introduce new codes for different regions, there has been a need to change the current numbering system. For example, in Moscow alone, six different codes are already in use.

It is interesting that after the current GOST came into effect, motorists were allowed to use the previously issued numbers of old samples. It is not surprising that now on Russian roads there are occasional cars with Soviet license plates of both the 1980 and 1958 models. It is not surprising that the traffic police started talking about the imminent preparation of a new reform of car numbers.

State registration plates (GRZ) - the main identifier of the car and its owner. The operation of a car without numbers or with inadequate number plates is punishable by a fine or deprivation of a driver's license.

If the numbers are lost, stolen, become unusable, they must be restored or replaced. Today, this procedure in the State Traffic Inspectorate is extremely simplified and takes no more than 2 hours.

When is it necessary to change numbers

State registration plates (GRZ) of a vehicle must comply with the State Standard of the Russian Federation GOST R 50577-93 and can be clearly read from at least 20 meters.

As a result of an accident, under the influence of the external environment and due to improper operation, they can become unusable. Non-compliance to be eliminated are:

• mechanical damage, rust, paint peeling, etc .;
• installation in improper locations. According to the rules, the license plate must be installed strictly along the central axis of the vehicle (TC), front and rear.

Also the replacement procedure, i.e. numbers with a new combination of letters and numbers are issued, required for:

• theft;
• lost.

In these cases, in order to prevent further illegal manipulations with the lost license plates, an appeal to the traffic police is mandatory. Otherwise, the numbers themselves can be installed by intruders on stolen cars, and fines for their violations will come to the former owner.

Number recovery (duplicate)

If the GRZ have become unusable, lost or stolen, they can be restored by ordering a duplicate (the same combination of letters and numbers that was) in firms specially accredited for these works (Order of the Ministry of Internal Affairs of the Russian Federation of August 7, 2013 No. 605 "On Approval of the Administrative Regulations of the Ministry of Internal cases of the Russian Federation on the provision of state services for the registration of motor vehicles and trailers to them ").

Then you will not need to re-register the vehicle. When ordering, the owner only needs to present the vehicle registration certificate. Without providing a number that has become unusable. The cost of making duplicates can be set at the discretion of the manufacturer. But usually it is equal to the cost of replacing numbers in the traffic police - 2850 rubles.

The amount of the state fee for the issue, including in exchange for lost or worn out:

• GRZ - 2000 rubles (for a motorcycle and a trailer - 1000 rubles);
• PTS - 800 rubles;
• Vehicle registration certificate - 500 rubles;
• For making changes to the previously issued vehicle passport - 350 rubles;
• GRZ of vehicles "Transit"
  on a metal base, for cars - 1600 rubles;
  on a metal base, for motorcycles and trailers - 800 rubles;
  on a paper basis - 200 rubles.

Thus, the state fee for registration (with a change or issue of a number) will be:

• for a car - 2850 rubles;
• for a motorcycle, a trailer -1850 rubles.

The state duty for re-registering a vehicle with preservation of the license plate from the previous owner will cost 850 rubles.

Punishment for driving with fake numbers

In accordance with paragraph 4 of Art. 12.2 of the RF Code of Administrative Offenses of 30.12.2001 N 195-FZ, driving with fake license plates is punishable by deprivation of a driver's license for a period of 6 months to 1 year.

• compulsory work up to 360 hours (for an organized group of persons - up to 480 hours);
• correctional labor up to 1 year (for an organized group up to 2 years);
• restriction or imprisonment or forced labor for up to 2 years (for an organized group - up to 3 years).
