Tractors and self-propelled vehicles are a very popular and common type of technical means not only in agriculture, but also in almost all industries, construction and utilities. They are endowed with low speed, but at the same time they have significant traction force and total mass. Therefore, tractors and self-propelled machines are recognized as vehicles, the use of which in a technically faulty condition carries an increased danger. An annual technical inspection is mandatory for all owners of such equipment. All details are further in this publication.

The latest currently valid Rules for the technical inspection of self-propelled vehicles and other types of equipment registered by the Gostekhnadzor bodies were approved by the Decree of the Government of Russia dated November 13, 2013 No. 1013, and came into force on November 26 of the same year.

They relate to tractors, self-propelled agricultural, land reclamation, road-building and other self-propelled machines and trailers for them, which were registered by the state technical supervision authorities. Off-road wheeled motor vehicles are excluded from this list: the inspection of self-propelled vehicles from category "A-I" is left under the jurisdiction of the State Technical Supervision authorities only for caterpillar drive (these are snowmobiles).

Wheeled ATVs and snow and swamp-going vehicles belonging to category "A-I" must undergo technical inspection, like cars - at instrumental control points (PIK), which are accredited points of state technical inspection and have equipment for technical inspection of motor vehicles. The frequency is the same as for cars: the first 3 years - no technical inspection is needed; from 3 to 7 years - technical inspection every two years; from seven years - annually.

Frequency of inspection and responsibility for evading it

For tractors the frequency is different. Many new owners of a new tractor or self-propelled machine we are sure that in the first three years of its use, technical inspection will not be required, as it is established for cars. But this is not so: according to the law, the vehicle inspection must be renewed every year, regardless of its age. Moreover, a certificate of technical inspection must be obtained even for a new, just purchased tractor, immediately after its registration with Gostekhnadzor. Checking it out technical condition this, for the first time, is not produced.

Most often, the owners of off-road vehicles are required to undergo technical inspection. vehicles, which are designed to carry passengers and have, in addition to the driver's seat, more than eight seats. They were ordered to be examined every six months.

Three goals and objectives of technical inspection of Gostekhnadzor have been announced. First: finding out the compliance of the condition of tractors and self-propelled machines during operation with the safety standards established in Russia. Secondly, keeping statistics on the number of tractors and self-propelled vehicles operated in each region of the Russian Federation, clarifying other registration information... Fourth, prevention of various offenses. For example, unauthorized alterations of a structure, carrying a potential danger; use of stolen components and assemblies, etc.

Evasion of technical inspection of the tractor was declared a violation of the norms that ensure the safety of life and health of citizens, the safety of their property, and environmental protection. Therefore, the use of technology is not passed technical inspection, entails the use of administrative measures in accordance with clause 9.3 of the Code of Administrative Offenses of the Russian Federation. This is a fine (for the first time) and deprivation of rights (both to a tractor and to a car) for up to 6 months (if this rule is violated again by the same person). The fine is small, but its size is constantly increasing, following inflation.

The dates and locations of the annual technical inspection in each constituent entity of the federation are determined each year by the local Gostekhnadzor body independently - taking into account the number of registered cars, the seasonality of their use and other factors specific to each region.

Taking into account the low mobility of tractors and self-propelled vehicles, the inspection is carried out by the state inspector engineer who travels to the farms to the place of the actual location of the vehicles. Information about the dates and places of these visits for technical inspections can be obtained by the owners of the equipment on the official pages of the local offices of Gostekhnadzor on the Internet.

You can also undergo a technical inspection of machines at the location of the local inspection of Gostekhnadzor, if it is convenient for the owner, having previously coordinated it with the inspection by phone. It will cost a little less than a technical inspection with the visit of an inspection engineer.

Several years ago, it was planned to create mobile mobile stations of instrumental control, based on trucks, on which the inspectors of Gostekhnadzor would drive around the farms. But, since the cost of such a post was about 800 thousand rubles, and the situation in the country's economy is becoming more and more complicated, this idea was “put on the back burner”.

The Inspection Engineer follows certain instructions, which determine such a plan for him: checking documents for the tractor; the fact of payment of the state duty for technical inspection; compliance with the actual data of the machine specified in the documents for it; and, most importantly, the technical condition (except for new tractors and machines). As with a vehicle inspection, the main focus is on checking the steering and brakes of the tractor.

Serviceability of the steering is a priority. Brakes too.

If the inspector engineer of Gostekhnadzor revealed any inconsistencies with the accepted standards, then instead of a technical inspection coupon, he issues a technical inspection report, in which he writes in all the tractor data and the shortcomings that he identified. 20 days are given to the owner of the equipment to eliminate these deficiencies. During the re-inspection, only those parts of the tractor are checked for which the inspection engineer has instructed to remedy the problem.

The same - if the owner has not provided any of the documents listed below; or the inspector found some inconsistencies in the documents provided. In this case, a record is made in the act of what exactly needs to be eliminated, and 20 days are given for this.

The list of documents provided by the owner of a tractor or self-propelled vehicle for inspection is as follows:

  • Passport;
  • Power of attorney - if the owner of the equipment is represented by another person;
  • Certificate of registration of a tractor or self-propelled vehicle;
  • CTP policy (if provided for this type of equipment).

Receipts for payment of state duty and Gostekhnadzor collection different regions RF) is optional. Some articles on tractor inspections erroneously indicate that the owner must still grant his rights to the tractor for inspection. Of course, this is not the case. Although it is possible that in some individual regions the license of the tractor driver is also included in the list of documents for technical inspection.

No. The owner is brought to administrative responsibility only if he was "caught" driving a tractor or self-propelled vehicle without technical inspection, ie. using equipment without a certificate of passing a technical inspection.

For a violation in the form of "failure to provide equipment for inspection", for any number of years, is not provided for in regulations. Totally agree using similar technique. And the fact that it was used, and not in storage, is unprovable.

REGULATIONS

CARRYING OUT TECHNICAL INSPECTION OF SELF-PROPELLED VEHICLES AND OTHERS

TYPES OF TECHNOLOGY REGISTRED BY BODIES IMPLEMENTING

STATE SUPERVISION OF THEIR TECHNICAL CONDITION

1. These Rules establish the procedure and frequency of technical inspection of self-propelled machines and other types of equipment registered by bodies exercising state supervision over their technical condition (hereinafter referred to as state technical supervision bodies).

In these Rules, self-propelled vehicles and other types of equipment (hereinafter referred to as machines) mean tractors, self-propelled road construction and other machines, with the exception of wheeled off-road motor vehicles that have an engine internal combustion volume of more than 50 cubic meters. centimeters or an electric motor with a maximum power of more than 4 kilowatts, trailers for them.

2. Technical inspection of machines is organized and carried out by the state technical supervision authorities.

3. For the issuance of documents on the passage of technical inspection of machines, a state fee is charged in the amount and in the manner established by law Russian Federation about taxes and fees.

4. For machines of certain types, when carrying out their technical inspection, requirements (including parameters) are imposed on certain types of machines during the technical inspection, according to the appendix (hereinafter referred to as safety requirements).

5. Machines are subject to technical inspection at the following intervals:

a) off-road vehicles intended for the carriage of passengers and having more than 8 seats in addition to the driver's seat - every 6 months;

b) other cars - annually.

6. The first technical inspection of machines is carried out immediately after their registration by the state technical supervision authorities.

For cars that have not been in operation for more than one year from the date of manufacture (with the exception of off-road vehicles intended for the carriage of passengers and having more than 8 seats in addition to the driver's seat), the first technical inspection is carried out without checking their technical condition with the issuance of a certificate of passing the technical inspection provided for in paragraph 12 of these Rules.

Subsequent technical inspections of machines are carried out (at the option of the owner of the machine):

at the place, on the day and at the time that are determined by the state technical supervision body of the constituent entity of the Russian Federation based on the frequency of technical inspection of machines established by these Rules, the number of machines registered by the said body, their location, seasonality of use and the availability of space for conducting a technical inspection. This information is posted on the official website of this body in the information and telecommunications network "Internet";

at the location of the state technical supervision body, regardless of the place of registration of machines, on the day and time agreed with the specified body.

7. Carrying out technical inspection includes:

a) checking the availability of the documents provided for in paragraph 8 of these Rules, as well as information on the payment of the state duty for the issuance of a document on the passage of a technical inspection of the machine;

b) checking the compliance of the machines with the data specified in the submitted documents and the identification of the machines;

c) checking the technical condition of machines (except for machines in respect of which, in accordance with paragraph 6 of these Rules, the first technical inspection is carried out without checking their technical condition);

d) preparation of documents for passing the technical inspection.

8. To pass the technical inspection of the machine, the owner of the machine or his representative (hereinafter referred to as the applicant) presents the machine and the following documents:

a) an identity document of the applicant;

b) a power of attorney or other document confirming the authority of the representative of the owner of the car (for the representative of the owner of the car);

c) a document confirming the applicant's right to drive a machine presented for a technical inspection;

d) machine registration certificate;

9. Information about the payment of the state duty for the issuance of a document on the passage of the technical inspection of the machine is received by the state technical supervision body using a unified system of interdepartmental electronic interaction.

A document confirming the payment of the specified state fee may be submitted to the state technical supervision body by the applicant on his own initiative.

10. In case of failure to submit the documents provided for in paragraph 8 of these Rules in full, or the absence of information on the payment of the state duty for the issuance of a document on the passage of a technical inspection of the machine, or the machine does not comply with the data specified in the submitted documents, the technical condition of the machine is not checked and a technical inspection report is drawn up, provided for in paragraph 12 of these Rules.

11. Technical diagnostics is carried out by methods of visual, organoleptic control with the use of technical diagnostics, including mobile means.

The main specifications and lists of means of technical diagnostics are approved by the Ministry of Agriculture of the Russian Federation.

12. Based on the results of the technical inspection of the machine, one of the following documents on the passage of the technical inspection is drawn up:

A) certificate of technical inspection (if the machine meets safety requirements);

b) a technical inspection report (in case of revealing a non-compliance of the machine with any of the safety requirements, as well as in the cases provided for in paragraph 10 of these Rules).

13. The certificate of technical inspection is valid for:

off-road vehicles intended for the carriage of passengers and having more than 8 seats in addition to the driver's seat - within 6 months from the date of issue;

The formation of an act of the technical condition of the equipment occurs in cases when it is necessary to certify the operability of any devices or equipment.

Most often, an act of technical condition of equipment is required when:

  • acceptance of equipment for further use;
  • renting it out;
  • audit of the property of the enterprise;
  • writing it off.

The act contains information about the external and internal state of the equipment, detected defects, breakdowns, marriage, as well as information about the measures that need to be taken to eliminate them, and the time required for this. If the equipment cannot be repaired, this is also reflected in the act.

With the help of the act, several important issues are solved at once:

  1. It shows the technical condition of the equipment, its suitability for use.
  2. Sometimes, on the basis of this document, claims are made against the supplier, tenant or owner of the equipment - especially in cases where the use of the equipment causes malfunctions that lead to material damage or industrial accidents.

Thus, the act is a very important document. It is necessary to treat it carefully, describing in detail all the nuances of the state of the equipment. In the future, this can make it possible to avoid unfounded claims and, in the event of emergency situations, to quickly identify the guilty person.

Commission creation

In order to monitor the technical condition of the equipment, you need to assemble a special commission of competent specialists. It usually includes full-time employees of the organization: technicians, engineers, installers, electricians, etc. (depending on the type of equipment that is being controlled).

In some cases, third-party experts are also invited, especially if the specifics of the inspected object requires it.

The commission is appointed by a separate order of the director of the enterprise.

Working methods of the commission

Members of the commission must have certain, often quite high qualifications. This is due to the fact that in the process of studying the technical condition of the equipment, they have to get acquainted with the design and technical documentation, disassemble and assemble the devices, conduct tests, analyze the amount of work to be done (for example, if the equipment requires further serious repairs). All this information is entered into the act.

General points and features of drawing up an act

Before proceeding to the description of this particular act, we give some general informationcharacteristic of all such papers. To date, the standard forms of primary documents have been abolished, so that company representatives can write them in any form - this also applies to the act on the technical condition of equipment. The act is allowed to be written on the company letterhead or on a blank sheet of any suitable format (usually A4), by hand or on a computer. Another important requirement that must be taken into account without fail is to certify the form with the autographs of all members of the commission who were present when certifying the technical condition of the equipment.

A stamp on a letterhead should be put only when the clause on its use for this kind of paper is enshrined in the organization's accounting policy.

Act is being written in several copies - one for each member of the commission. Information about the act must be included in a special log book.

After drawing up, the act should be enclosed in a separate folder along with other similar documents, and after the expiration of the storage period - disposed of, following the algorithm established by the law.

When formulating the text of the act, keep in mind that it must meet certain rules of business documentation.
At the very beginning of the act is the so-called "cap" - it fits here:

  • the name of the organization that inspects the equipment;
  • title of the document;
  • date and place (locality) of its compilation;
  • the composition of the commission, i.e. the positions, surnames, names, patronymics of the representatives of the enterprise participating in this procedure are written.
  • identification parameters of equipment (brand, model, series, year of manufacture, number of the manufacturer and inventory, address of the installation site, etc.);
  • measures taken to check the technical condition of the equipment;
  • information about the identified faults, defects, breakdowns, as well as the possibility, timing and options for their repair;
  • information about the tests (if any).

If necessary, this part of the form can be expanded (depending on the needs of the commission members and the individual characteristics of the object). All additional papers attached to it (for example, a technical passport) must be entered into the act.

In conclusion, the members of the commission make a conclusion about the technical condition of the equipment and sign the act.

Inspection certificate for equipment, tractor, self-propelled vehicle, trailer. The main task of state supervision over the technical condition of self-propelled vehicles and other types of equipment in the Russian Federation (hereinafter referred to as state technical supervision) is to monitor the technical condition of tractors, self-propelled road-building and other machines and trailers to them in the process of use in terms of ensuring safety for life , health of people and property, environmental protection, and in the agro-industrial complex - for the observance of the rules for the operation of machinery and equipment regulated by standards, other regulatory documents and documentation.

The number of state inspection engineers in state inspections for the supervision of the technical condition of self-propelled vehicles and other types of equipment is determined by the relevant executive authorities, taking into account the total power standards and the availability of controlled machinery and equipment and within the limits of the appropriations provided for these purposes.

In the case when the functions of supervision in the district (city) must be performed by one person, they are assigned to the chief state engineer-inspector.

State technical supervision bodies carry out:

  • supervision of the technical condition of tractors, self-propelled road-building and other machines and trailers to them in the process of use, regardless of their belonging (except for machines of the Armed Forces and other troops of the Russian Federation, as well as the parameters of machines controlled by the Gosgortekhnadzor of Russia and Glavgosenergonadzor of Russia) according to the standards, ensuring safety for life, health of people and property, environmental protection;
  • supervision in the agro-industrial complex over the observance of the rules of operation of machinery and equipment in terms of ensuring safety for life, health of people and property, environmental protection (except for parameters controlled by the Gosgortechnadzor of Russia and Glavgosenergonadzor of Russia), as well as the rules regulated by standards, other regulatory documents and documentation ;
  • supervision in the agro-industrial complex over compliance with the established procedure for organizing and conducting certification of works and services in the field technical operation supervised machinery and equipment;
  • registration of tractors, self-propelled road-building and other machines and trailers to them, as well as issuance of state registration plates for them (except for vehicles of the Armed Forces and other troops of the Russian Federation);
  • conducting periodic state technical inspections and registering the pledge of the machines they register;
  • taking exams for the right to drive self-propelled vehicles and issuing certificates of a tractor driver-driver (tractor driver);
  • issuance to educational institutions of mandatory certificates of compliance with the requirements of the equipment and equipment of the educational process for consideration by the relevant bodies on accreditation and the issuance of licenses to these institutions for the right to train tractor drivers and drivers of self-propelled vehicles;
  • assessment of the technical condition and determination of the residual life of supervised machines and equipment at the request of owners, government and other bodies;
  • participation in commissions to consider claims of owners of supervised machines and equipment regarding the inadequate quality of sold or repaired equipment;
  • proceedings on cases of administrative offenses in accordance with the legislation of the Russian Federation;
  • control over the fulfillment by vehicle owners of the obligation to insure civil liability of vehicle owners established by the legislation of the Russian Federation when registering, organizing and conducting a state technical inspection of vehicles and exercising other powers in the field of supervision of the technical condition of vehicles in the process of their use.

Inspection of the machine or equipment is carried out in the presence of the owner (or his authorized representative) and other interested persons.

Before starting the inspection of equipment owned legal entities, the following information is requested by the inspection engineer:

Data on the residual book value of the appraised object;

Information about the replacement of components and assemblies, repairs performed, incl. in service organizations;

Information about the actual operating time of the object of assessment;

Information about the workload of the assessment object during the year.

Machines and equipment are presented for inspection in their pure form and are inspected in conditions that ensure the possibility of a high-quality inspection (lighting, the possibility of viewing from below, free passage, etc.).

During the inspection, the compliance of the identification data of the machine or equipment with those specified in the registration documents is checked - for tractors, self-propelled machines and trailers, in the technical documentation - for equipment.

When inspecting machines and equipment, the compliance of the parameters of their technical condition with the established operating requirements is determined, ensuring the safety of life, human health, prevention of damage to property, as well as environmental protection.

During the inspection, the inspector determines the technical condition, completeness, identifies defects for each unit and unit of the machine or equipment and checks:

Compliance with the standard completeness and availability of additional equipment and accessories;

Were the units and equipment as a whole underwent restoration work, what is their volume, nature and quality;

The nature and degree of complexity of the existing damage and defects at the time of inspection;

Possibility of restoration work, methods and volume (labor intensity) of their implementation;

Nomenclature of spare parts and materials necessary for restoration and repair;

Operating time according to the readings of the hour meter or speedometer.

At the end of the external inspection, the operation of the tractor and self-propelled machine with the engine running is checked (if possible). Extraneous noises, knocks, and other malfunctions of the main and additional components and assemblies are detected.

Based on the results of document verification, external examination and testing in work, the inspector engineer fills out the front side of the inspection report. After filling out the front side, the inspection report is signed by the inspector engineer, and after familiarization - by the persons present during the inspection.

The section "conclusion of the state engineer-inspector of Gostekhnadzor" should contain conclusions about the technical condition, the degree of wear, the expediency of further use or repair, as well as proposals on methods and ways of restoring the machine or equipment (if necessary).

When drawing up the inspection report and other documents, it is necessary to use the terminology adopted in the regulatory documentation, including the repair technology (if necessary), repair manuals (if necessary), spare parts catalogs (if necessary).

In case of disagreement with the results of the inspection, any of the interested parties can appeal them in the manner prescribed by the legislation of the Russian Federation.
