1. A school bus on the basis of the Decree of the Government of the Russian Federation of 02.11.2015 N 1184 is a specialized vehicle (bus) that meets the requirements for vehicles for transporting children established by the legislation on technical regulation, and belongs to the preschool educational or general educational organization.

The head of the educational institution, when organizing school transportation, is obliged to ensure:

Drivers are not allowed to drive in the following cases:

  • * when identifying signs of temporary disability;
  • * with a positive test for alcohol, other psychotropic substances and drugs in the exhaled air or biological substrates;
  • * when identifying signs of exposure to drugs;
  • * when identifying signs of exposure to medicinal or other substances that negatively affect the driver's performance.

When admitted to the flight, the waybills are stamped "passed the pre-trip medical examination" and the signature of the medical worker who performed the examination.

When organizing the transportation of children, the following requirements must be met:

It is forbidden to stop the bus outside the places provided for in the route passport, except in cases of forced or emergency stop.

In cases where road or meteorological conditions pose a threat to the safety of transportation of children, the head of the institution, the accompanying person, road utilities, the traffic police are obliged to stop the movement of buses on school routes.

In case of arrival of brought students on the registered day, the children are sent by school transport in accordance with the regulation "On the organization of transportation by school bus."

Obligations of accompanying persons

Accompanying persons during school transportation are obliged to:

Before the trip, undergo training on the safety of transporting children with mandatory registration in the appropriate magazine.

The driver is obliged:

Before starting the trip, go through a signed instruction on the specifics of the route, on the procedure for transporting children established by this Regulation, on observance of traffic safety rules.

Open the doors before boarding and disembarking only at the command of the escort (except for cases requiring emergency evacuation of passengers).

  • * when road and weather conditions change.

If it is impossible to further move, notify your immediate supervisor about this.

In the event of a forced stop of the bus caused by a technical malfunction, stop the bus so as not to interfere with the movement of other vehicles, turn on the emergency alarm and put up an emergency stop sign behind the bus at a distance of at least 15 meters from the bus - in the village and 30 meters - outside settlement.

When transporting children on one-time intercity (intermunicipal) and suburban (over 30 kilometers) routes, inform the administration about arrival at the destination.

A driver's normal working hours cannot exceed 40 hours per week. In cases where, according to the conditions of carriage, this requirement cannot be complied with, the driver is established with a summarized record of working hours with a daily work duration of no more than 10 hours. In exceptional cases, in the presence of objective circumstances, the duration of daily work can be increased to 12 hours.

If the driving mode provides for more than 12 hours of working time, two drivers must be sent on the flight. In this case, the bus must be equipped with a sleeping place for the driver-replacement.

After the first three hours of continuous driving, take a rest from driving for at least 15 minutes. In the future, breaks of this duration should be carried out no more than every 2 hours. When two drivers are sent to one bus, transfer control of the bus at least three hours later.

In the event a child receives an injury, a sudden illness, bleeding, fainting and other deterioration of his health on the way, immediately take measures to deliver him to the nearest medical center (institution, hospital) to provide qualified medical care.

The driver is prohibited from:

  • * carry out the transportation of children in case of failure to comply with the conditions of carriage provided for by this Regulation;
  • * when the vehicle is at the place of embarkation and disembarkation of children, leave it, and when children are in the passenger compartment of the bus - get out of the cab, and also carry out: reverse movement;
  • * deviate from the previously agreed bus route; make stops in places not provided for by the schedule; exceed the established speed limit; not to observe the work and rest regime; when driving in a convoy - overtake other buses;
  • * while driving to be distracted from driving (talking, eating, smoking, playing loud music in the cockpit);
  • * carry in the vehicle any cargo, luggage or inventory, except for carry-on luggage and personal belongings of children, as well as items, substances and materials prohibited for transportation.

School bus requirements

The bus must meet the safety requirements for technical condition vehicles GOST R 51709 - 01 and buses for transporting children GOST R 51160 - 98. With reliable operation of all units, assemblies and equipment that ensure traffic safety in any conditions.

The bus must be equipped with a speed limiting device (SPD).

Driver's workplace:

  • * must not have any blank partitions separating it from the passenger compartment;
  • * must be equipped with sound and light signals about the need to stop, which are switched on from the places where children are accommodated;
  • * equipped with indoor and outdoor car loudspeaker installation.

The bus must have at least two seats for adult passengers accompanying children. Their location should allow control over children while the bus is moving.

Should be equipped with a device preventing the start of movement when the passenger doors are open or not completely closed.

Doors must have serviceable locking devices, excluding the possibility of their spontaneous opening while driving, and have devices for forced opening and closing by the driver.

Have illumination of passenger door openings, allowing the driver to see the entry and exit of children into (from) the bus (s) at any time of the day.

Equipped with interior and exterior mirrors that allow the driver to control the process of children entering and leaving the bus (s) from road level to the surface of the bus floor.

The material of the floor covering of the bus and steps should not be slippery when wet.

The heating device must function smoothly.

Tires must guarantee traffic safety.

In each transverse row of seats, under the lower edge of the window, a signal button "Request to stop" should be provided.

The front and rear of the bus must have identification marks "Carriage of children" in the form of a yellow square with a red border (side at least 25 cm, border width 1/10 of the side) with the image of the symbol road sign 1.21 "Children" in black.

On the outer side sides of the body, as well as in front and behind along the axis of symmetry of the bus, contrasting inscriptions "Children" must be applied in straight capital letters with a height of not less than 25 cm and a thickness equal to 1/10 of its height.

Special inscriptions or pictograms should display:

  • * places for seniors;
  • * location of fire extinguishers and medical kits;
  • * location of emergency stop buttons;
  • * places of entry - exit from the bus;
  • * places of emergency exits with an indication of the way to open them;
  • * rules for using the bus.

The bus must be equipped with:

  • * two medical kits;
  • * two fire extinguishers, one should be near the driver's seat, the other in the cabin;

with hammers to break glass or rings on emergency exit cords;

  • * a set of repair tools;
  • * an emergency stop sign or a red light;
  • * two wheel chocks;
  • * a route diagram showing hazardous areas and stops;
  • * "Rules for the carriage of children".

The frequency of inspection, adjustments and maintenance of mechanisms, assemblies and parts that determine the safety of bus operation (steering, braking system, tires, fire extinguishers, emergency exit control mechanisms) should be halved in comparison with the frequency of inspection of the bus, on the basis of which the bus is made for transportation of children.

The person responsible for releasing buses to the line (mechanic) is personally obliged to check these buses, their technical condition. Upon detection technical malfunction submit an application to the School administration.

Buses for transporting children must be fully provided with all the necessary equipment.

Daily transportation of children

The school bus operates daily in the morning and in the evening, according to the approved route and transportation schedule.

The number of children carried in one trip must correspond to the number of seats on the bus - 20 people.

The approved list of children (40 people) using the school bus to travel along the route: stop (home) - school and school-stop (home) include:

  • * children with disabilities enrolled in classes of SD and GU O;
  • * disabled children of the primary stage of education (grades 1-4);
  • * children of the initial stage of education (grades 1-4);
  • * disabled children of the middle level of education (grades 5-9);
  • * children of the middle level of education from families of low-income, large, disadvantaged; from families in a socially dangerous situation (5- .; grades).

All controversial issues when compiling a list of children who use the school bus daily are considered and resolved by the director with the participation of responsible persons and stakeholders.

Amended, if necessary, the list of children using the school bus daily is approved by the director and transferred to the person responsible for the daily transportation of children and is an addition to the "REGULATION on the organization of transportation by school bus".

The schedule of transportation of children may change and be adjusted depending on the technical condition of the bus, route changes, inability to carry out transportation on certain days and other objective reasons related to the activities of the Boarding School. All changes in the transportation schedule are approved by the director and brought to the attention of the responsible persons and parents (guardians) of children.

The schedule of transportation of children is in addition to the "REGULATION on the organization of transportation of children on a school bus."

During the organized trips, rules for the transport of children on the bus were developed to ensure the safety of minors.

Special regulations regarding the rules for the organized transportation of children have been approved by law.

Specific requirements for the transportation of children by buses are imposed not only on the vehicle and driver, but also on the escort.

The rules for the transportation of groups of children were developed by the Ministry of Transport of the Russian Federation.

The Government decree approved document No. 1177 of December 17, 2013, where the bus transportation of children by bus means:

  • transportation of minors by non-route vehicles;
  • transportation of groups of children in the amount of 8 people or more;
  • transportation of a children's team without representatives (parents, guardians, adoptive parents).

The representative can be an accompanying child or a medical professional. The rules for organized transportation of children do not apply to the transportation of children in the presence of their parents who are not part of the group escort.

An authorized representative of the traffic police must obtain a permit for the movement of children on the bus.

The original of the document must be kept by the driver, it must be kept for 3 years from the date of transportation.

It must be provided at the first request of the traffic police inspector.

The organizers of the planned trip must submit a written application no later than 2 days before the trip to the district department of the State Traffic Inspectorate.

The notification about the organized transportation of children by bus is submitted by the head of the organization personally or by e-mail through the official website of the traffic police - http://www.gibdd.ru/letter/.

It needs to indicate:

  • the time for which escort will be required;
  • route of movement;
  • Full name of the accompanying person;
  • Full name of the driver and data of his driver's license;
  • the number of persons carried;
  • indication of the license plate of each bus.

If children are transported by 1-2 buses, then a notification of the trip to the department is also sent to the traffic police.

  • information about the company that organized the trip;
  • the number of underage passengers with indication of age;

For the transportation of children, documentation should be prepared:

  • list of children on this trip;
  • copies of permits for transporting children;
  • a boarding document, which indicates the seats for each child;
  • notification from the traffic police or a copy of the application for escort;
  • travel contract signed by the transport company and the customer;
  • Full name of accompanying persons, indicating phone numbers and passport data;
  • contract with honey. an employee to accompany minors if the trip takes more than 12 hours;
  • information about drivers (full name, contacts, driver's license numbers);
  • list of food items on the bus.

When composing a route, the following should be noted:

  • travel schedule and travel time;
  • stopping time for the physiological needs of children;
  • places of stops for food, rest and excursions (with indication of hotels).

Buses for transporting children and technical requirements GOST R 51160-98

From 01.01.2017, new rules for transporting children by school bus began to operate. This standard establishes requirements for buses for the transport of children, which are aimed at ensuring safety.

Applies to vehicles for children aged 6-16 years to follow the roads of the Russian Federation.

By the decree of the Government of the Russian Federation, from July 12, 2017, amendments to the traffic rules came into force, correcting the rules for transporting children in buses, as well as the rules for placing cars on the roadway.

  • rights with an open category D;
  • transportation license;
  • medical clearance to the flight;
  • the experience of driving a transport bus at least 1 year out of the last 3 years;
  • passed the obligatory instruction on the transportation of children;
  • the driver was not deprived of his license, and he did not commit administrative violations over the past year.

Rules for the organized transportation of a group of children by buses in 2020

GOST 33552-2015 buses for the transport of children applies to special vehicles for the transport of persons from 1.5 to 16 years old in buses.

General technical requirements are aimed at ensuring the safety of young passengers, their life and health, as well as the presence of identification marks and inscriptions.
