The "urban" version of the NefAZ-5299 is offered in several modifications: it is 11885-12155 mm long, reaches 2500 mm in width (excluding external mirrors), and does not exceed 3075-3124 mm in height (in the version with air conditioning - 3230- 3250 mm, and s panoramic glass - 3495 mm). The bus has a center distance of 5840 mm, the front track varies from 2050 to 2181 mm, and the rear track is from 1840 to 1888 mm (depending on the tires installed).

Curb weight vehicle ranges from 10,450 to 10,860 kg, and its maximum permitted weight is from 18,000 to 18,800 kg. The front axle load of the machine fits into 6500-6800 kg, and on rear axle - 11500-12000 kg.

"Urban" NefAZ-5299 is produced in several versions - low-floor, semi-low-floor and high-floor.

The bus is equipped with semi-soft seats (their number varies from 23 to 30, depending on the modification), and there are storage areas (the total number of seats including standing passengers is from 105 to 116 pieces).

In some configurations, the machine is equipped with a floor level control system (ECAS), a platform for accommodating one wheelchair and a ramp.

Engines work together with automatic boxes ZF 6S 1200 BO, ZF 6HP 504C or Voith D854.3E gears, which direct the full amount of traction to the rear axle wheels (with a locking differential).

At the heart of the "urban" NefAZ-5299 is a two-axle chassis KamAZ-5297 with power plantlocated at the back. The bus has a monocoque body of a wagon type with a fiberglass front and galvanized steel panels of the side and rear cladding, as well as dependent suspensions “In a circle”: at the front - with two air bellows, one body condition regulator and two hydraulic shock absorbers, at the rear - with four air bellows, two body position sensors and four hydraulic shock absorbers.
The machine has in its arsenal a double-circuit braking system with pneumatic drive, disc mechanisms and ABS. In addition, it boasts an integrated hydraulic power steering system.

The two bus modifications differ in engine models: NefAZ-5299-30-32 (Cummins 6ISBe270B engine) and NefAZ-5299-30-33 (engine KamAZ-740.65-240).
